The Ministry of Railways has decided to extend facility of concession in rail fare to completely blind persons and mentally retarded persons in Rajdhani and Shatabdi trains. The concession for both the categories would be 25 per cent in 3rd AC and AC Chair Car in Rajdhani and Shatabdi trains. Same concession will also be admissible to one escort accompanying such person.
In exercise of the powers conferred by sub-section(1) of section 73 of the persons with disabilities ( Equal opportunities, Protection of rights and full participation) following amendments to the tamil nadu persons with disabilities (Equal opportunities, Protection of rights and full participation) Rules, 2002.
The amendments hereby shall come into force from the date of publication in the Tamil nadu government gazette
Tamil Nadu has been always a pioneer in the implementation of welfare schemes for all sections of socially disadvantaged groups. Recently a separate administrative department in the Secretariat called Department for the Welfare of the Differently Abled Persons has been created under the direct supervision of Hon’ble Chief Minister.
The main objectives of the National Trust are to enable and empower persons with disabilities to live as independently and as fully as possible, to extend support to registered organisations providing need based services, and to evolve procedure for appointment of legal guardians for persons with disabilities requiring such protection. The Government of India has provided Rs.100 crores toward the corpus of the Trust. The income generated from the corpus is utilized to implement its programmes.

Parents and family need to fulfill certain responsibilities in order to function. A family must generate income, protect and maintain its members and home, nurture and love one another and see to it that children are taught social norms and educated.
The Government has also set up 20 vocational Rehabilitation Centres. The main purpose of these centers is to evaluate the capabilities of disabled clients. They also sponsor candidates to potential employers.

Invitation of applications for the national scholarship for persons with disabilities (2010-11). . Applications (in English or Hindi) are invited latest by 30th September, 2010 in the prescribed proforma from the persons with disabilities to award the National Scholarships for the year 2010-11 for pursuing technical and professional courses from recognized institutions.
Schemes implemented through State Channelising Agencies (SCAs) & Nationalised Banks. The small business, project or activity, for which financial assistance has been sought will have to be operated by the disabled person himself and employing at least 15% disabled persons in his venture.
