Community Based Rehabilitation (CBR) workshop for Maharashtra Government officials

About the workshop

The Government of Maharashtra runs various development programmes for the welfare of people with disability in its state. CBM India, in partnership with the Commissioner, Office of Disability of Maharashtra organised a two day workshop on Community Based Rehabilitation (CBR). The 42 participants were district social welfare officers, officials from Department of Social Justice and the state disability commissioner. A few local NGO’s also took part in the training.

The main focus of the workshop:

  • To sensitise the district social welfare officers of Maharashtra on CBR programmes and its importance;
  • Showcase the impact of CBR in the state of Maharashtra, Madhya Pradesh and Gujarat by presenting facts and case studies
  • Advocate for separate budget head on CBR in the state disability annual budget.

Outcome

At the end of the two day workshop the district social welfare officers agreed on following recommendations to the government of Maharashtra.

  • Exposure visits to the CBR programme for the district social welfare officer
  • Develop clear guidelines on 3% reservation funds for disabilities
  • Develop uniform survey format for all the districts covering CBR guidelines
  • Creating new recruitment under district social welfare department as CBR coordinator
  • Translation of WHO – CBR guidelines in Marathi (local language)
  • Formation of CBR committees at district level with representation of 4 non-governmental organizations who will represent all types of disabilities
  • CBR workshop for government officials in each zone where one person from NGO and one from district social welfare office could facilitate.
  • Initiate CBR pilot project for five years
  • Provide budgetary allocation towards-creating separate head on CBR in the social welfare budget for disabilities programmes-(Pilot project on CBR, capacity building activities, trainings and exposure visit to others state CBR programmes)

These recommendations will be presented to the Secretary, Department of Social Justice, Government of Maharashtra. The CBM advocacy team is following up and will support the government throughout the process.
