Introduction

The Rehabilitation Council of India (RCI), a statutory body under the Department of Empowerment of PwD, Ministry of Social Justice and Empowerment has been entrusted with the responsibility to regulate training policies and programmes in the field of special Education & disability rehabilitation, to maintain Central Rehabilitation Register (CRR) for registered professionals & personnel and to promote Research in disability sector.
The existing training institutions are not sufficient to bring the persons with disabilities in the line of mainstream development of society. The trained professionals / personnel in the field of special Education for catering the needs of children with disabilities are too less in NE. The awareness about disability among government officials of various departments, NGOs is also too less in NE. The inclusion of children with disabilities in regular school is also negligible in NE. It is also important to enhance the knowledge and skills of mid level functionaries of Govt. Dept. to facilitate various schemes /programmes related to empowerment of PwDs in NE Region.

Objectives of the Seminar
  1. To provide a platform for the existing Rehabilitation Professionals and organizations to do stocktaking / experience sharing.
  2. To create awareness about the new developments in the Disability Sector.
  3. To deliberate on the possible strategies to enhance the capacity of the North–East Region to have appropriate and adequate manpower to respond to the requirements of the disability sector
  4. To create opportunities for active partnership between the Government, Universities, NGOs and other stakeholders
  5. Information and interaction on RCI courses, especially RCI approved courses being run across the region presently and new Schemes / Courses.
Participants
  1. All the RCI registered Professionals and Personnel from North Eastern States.
  2. Universities (Central, State and Private) as Disability is also on the agenda of the UGC and higher education with specific Schemes and Programmes.
  3. All the National Institutes and other organizations of the Department of Empowerment of Persons with Disabilities and their centres in North-East
  4. NGOs running RCI programmes or desirous of running RCI programmes (maximum two participants at senior level).
  5. Representatives of Dept. of Social Welfare/Disability Affairs, Dept. of Education, State Project Director (SSA & RMSA) & Commissioner of Persons with Disabilities.
Please Note:
  1. This will be treated as Continuing Rehabilitation Education (CRE) programme for the registered professionals and personnel of RCI.
  2. TA to all the participants by 2nd AC Rail Fare from the boarding railway station to Guwahati and back. Road travel as per the State Govt. rules.
  3. Economy class Air Fare by Air India from their boarding point to Guwahati and back for participants where there is no train connectivity to Guwahati (Such as Tripura / Manipur / Mizoram)
  4. Arrangement for transportation to the venue from the place of accommodation (group) will be arranged.
  5. Free boarding and lodging (shared accommodation) will be provided to all registered participants (limited to 200 participants on first come first served basis)
  6. Accommodation would be available from 4th February, 2015 evening to 8th February, 2015 morning.
  7. Programme starts at 8.30am with registration on 5th February and conclude on 7th February 2015 by 4 pm.
