பள்ளிகளில் படிக்கும் மாற்றுத்திறனாளி மாணவர்களுக்கு மருத்துவ முகாம் உட்பட பல்வேறு வசதிகளை செய்துதர, நடப்பாண்டில் (2010-2011) 39.03 கோடி ரூபாயை அரசு ஒதுக்கியுள்ளது. பார்வையற்ற, காது கேளாத, வாய் பேசாத, இதர குறைபாடுடைய மாற்றுத்திறனாளி மாணவர்களுக்கு முக்கியத்துவம் கொடுத்து, இவர்களுக்கு நடப்பாண்டு பட்ஜெட்டில் அரசு நிதி ஒதுக்கியுள்ளது.
மாற்றுத் திறனாளிகளுக்கு 5லிருந்து 9 சதவிகித வட்டியில் கடனுதவி வழங்குதல். 18 வயதிற்கு மேற்பட்டவராக இருத்தல் வேண்டும்; மாற்றுத் திறனாளிகளாக இருத்தல்வேண்டும்; தொழில் முனைவோராக இருத்தல் வேண்டும்.

To encourage people with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities for pursuing post schooling any vocational training / professional courses for enhancement of their skills.
The Ministry is presently implementing the ‘National Scholarship Scheme for Persons with Disabilities’ from the ‘National Fund for People with Disabilities’. However, for students with Cerebral Palsy, Mental Retardation, Multiple Disabilities, and Profound or Severe Hearing Impairment, the minimum education qualification is class-VIII pass and scholarships are awarded to them for pursuing general, technical, vocational or professional courses.
One of the most memorable experiences from my visit was a speech given by a visually impaired alumnus of IELC. He had been invited as a guest speaker to inspire and encourage the students towards success.

Lot of the focus has been on developing systems and resources to enhance the process of rehabilitating these children and including them in the mainstream society. Of late, the spotlight has been on promoting early intervention.
