Its objective is to strengthen the evidence base towards the full and effective participation of persons with disabilities, as a contribution to track progress in realizing the ambitions of the Sustainable Development Goals(SDGs) in compliance with the obligations of the UN Convention on the Rights of Persons with Disabilities (CRPD). To this end, it will draw from HI’s expertise, and will link with external partners and networks. The Observatory is currently being developed in 3 components: (1) a collaborative repository information, resources and data sets to foster coordination and sharing of evidence for the common purpose of monitoring; (2) thematic analyses and (3) a country “barometer”, using the best available evidence to track progress through regular, comprehensive status reports on CRPD and SDG enforcement for persons with disabilities.

Responsibilities:
The Human Rights Associate will undertake the following duties and tasks:
- Identify and/or further specify constraints and opportunities for the development of the project
- Confirm, consolidate and develop external alliances among prominent and relevant international disability stakeholders
- Support the identification of funding opportunities, coordinate the writing of project proposals
- Identify innovative ways to link with open data initiatives, and integrate crowd sourcing
- Make recommendations regarding the information management infrastructure
- Review and strengthen the background analysis to build the case for the Observatory
- Propose technical orientations to establish a country-level barometer of the rights of persons with
disabilities (in selected countries) - Contribute to strategic developments of and coordination of the Observatory with HI technical
resources, including the Making it Work initiative (www.makingitwork-crpd.org) and Source (www.asksource.org) - Identify internal linkages that can support the coherent and consistent data and evidence collection
process to feed the work of the Observatory - Support internal communication on the project, and engage with relevant departments.
Educational requirements:
- At least 6 years of experience in disability-inclusive development or the promotion of the human rights of persons with disabilities
- Demonstrated experience in project development and leadership
- Sound knowledge of disability networks at regional and international levels (including DPOs, academia)
- Experience in interacting with key international development stakeholders and mechanisms, including the SDGs, bilateral cooperation stakeholders
- Experience in monitoring the rights of persons with disabilities, including the use of international mechanisms
- Previous experience with HI would be a very strong asset
- Knowledge and experience in information management systems would be a bonus
- A strategic thinker, with ability and interest in developing systemic social change strategies
- Committed to participatory, inclusive approaches and empowerment of persons with different types of disabilities
- Recognized for your diplomacy and ability to understand and handle multiple perspectives
- Proficient in English; French would be a strong asset
