Provide national identity cards to all differently abled persons

National identity card for the differently abled will be issued within one month from the date of application. This is in line with the new guidelines of the State government with regard to differently abled welfare facilitation. According to the department of differently abled welfare, those seeking new national identity cards or renewal of old identity cards are entitled to apply with required proofs of residence, family card, electoral identity card, bank pass book, along with two passport-size photographs.

The applicants may use the application allotted for the specific disability and submit the forms at the government hospital or public health centres.

Those applicants with amputation or severe paralysis, and irreversible disabilities are required to get medical certificate from concerned medical practitioner at the government hospital or the primary health centre.

Those with multiple disabilities will be certified by a medical board constituted of three doctors, with one of the doctors competent in the field of one of the disabilities the applicant stands incapacitated by.

Those affected by cerebral palsy may procure a certificate either from a paediatric, orthopaedic, neurologist, or a psychiatrist.

Similarly, those afflicted by leprosy will be certified so by a dermatologist, and the hearing impaired by an ENT specialist.

Further, those seeking change in the disability certificate may do so by securing a certificate from an orthopaedic as the case may be.

Further, according to the release, children below 12 years and suffering from mental retardation may be certified of their disability either by a neurologist, paediatric, psychiatrist; and visually challenged will be so certified by an ophthalmologist.

Those seeking new national identity cards for the disabled or renewal of existing card are required to register their disabilities certified duly by the aforementioned medical practitioners for the corresponding disabilities as the case may be.

According to the department release, under the revised Scheme for national identity cards for the differently abled, identity cards will be issued between the period of one week to one month from the date of application with the requisite certification.
