தமிழைப் பயிற்று மொழியாகக் கொண்டு 10ஆம் வகுப்பு மற்றும் 12 ஆம் வகுப்பு பொதுத் தேர்வில் மாநில அளவிலும், மாவட்ட அளவிலும் முதல் மூன்று இடம் பெறும் மாணவ, மாணவிகளுக்கு கீழ்கண்டவாறு சிறப்பு விருது வழங்குதல். இது தவிர தமிழ் நாட்டிற்குள் இவர்களது உயர்கல்விச் செலவை தமிழக அரசே ஏற்கும்.
வேலைவாய்ப்பற்ற மாற்றுத்திறனாளிகளுக்கு தேசியமயமாக்கப்பட்ட வங்கிகளில் கடன் பெற பரிந்துரை செய்யப்படுகிறது. வங்கிக் கடன் அளித்த பின்னர் அரசு மானியமாக கடன் தொகையில் மூன்றில் ஒரு பங்கு அல்லது ரூ.3000/- இதில் எது குறைவோ அது மானியமாக வழங்கப்படுகிறது.

There is also a need to relax the norms which say that the allowance is permissible only to those who do not have an able-bodied person above the age of 18 in the family and that the total value of assets of the family must not be above Rs.5,000. The norms were very old and need to be changed.
