Union Cabinet on 7 February 2014 approved the proposal of the Department of Disability Affairs to incorporate amendments in the proposed Rights of the Persons with Disabilities Bill 2014.
The National Handicapped and Finance Development Corporation (NHFDC) has been providing loans on concessional terms for undertaking self-employment ventures by the persons with disabilities through state channelising agencies.
Applications on prescribed format are submitted through the State Channelising Agencies. Projects loan upto Rs. 5.0 lakh are sanctioned by State Channelising Agency and projects more than Rs. 5.0 lakh are sanctioned by NHFDC.

Scheme for financial assistance to parents association for mentally retarded persons – Quantum of loan to each NGO is limited to Rs. 5.00 lakh. The share of the NGO will be 5% of the project cost.
