The Scheme of the Ministry of Social Justice & Empowerment, Govt. of India, simplifies and facilitates procedure for easy access to Govt. support for NGOs with the aim to widen the scope and range of programmes. It will address the unmet need of over 95 percent Indian citizens with disabilities who have not had access to services so far.
Section-47(1) & 47(2), 48(c), 67(1) & 67(2) of PWD Act’1995 have following provisions to safeguard the rights of disabled Government employees and to ensure equal rights/participation.
The appropriate Government and local authorities shall by notification frame scheme in favour of PWDs for the preferential allotment of land at concessional rates for Setting up business and Establishment of factories by entrepreneurs with disabilities.
Every appropriate Government shall appoint in every establishment such percentage of vacancies, not less than 3% for persons or classes of PWDs, of which 1% each shall be reserved for persons suffering from – blindness or low vision, hearing impairment and locomotor disability

1250 PWDs through Diploma Program and 5000 PWDs through vocational / skill development program will be trained every year. The VRCs will issue the ‘Vocational Evaluation Certificate to eligible PWDs. The PWDs or their parents may contact nearest VRC or Polytechnic, listed below along with certificate of birth, education, disability, two photographs and Vocational Evaluation Certificate of VRC.
SHG movement has now been become an effective strategy for poverty alleviation. This approach has become a prominent element of social mobilization. SHG is a voluntarily formed group comprising of 10-20 adult members, to address their common issues. In case of disabled, the SHGs can be formed with 5 members.
Municipal Corporation/Municipalities/NACs and Railway authorities, auction the vehicle stands/parking places. The PWDs may apply for the same to concerned authorities. The concerned authorities should consider the PWDs on top priority basis. It may be given either to individual PWD or a group of PWDs considering the volume of work.
This scheme is true example of “less investment and more profit”. The sample test of MSES reveals that one can earn immediately Rs. 50 to Rs. 100 per day with very less investment ranging from Rs. 1000 to Rs. 5000/- only. While selecting PWDs Socio-Economic background, skill, experience, interest, family support etc. should be assessed. Extensive follow up strategies should be planned, interaction with police/ NAC personnel & business neighbours should be made. The NGOs should take lead role to promote & popularise MSES.
