Government on Friday introduced the Rights of Persons with Disabilities Bill in Rajya Sabha (RS), seeking to increase reservation for persons with disabilities in public sector jobs from existing 3% to 5% and reserve seat for them in higher educational institutions.
Section-47(1) & 47(2), 48(c), 67(1) & 67(2) of PWD Act’1995 have following provisions to safeguard the rights of disabled Government employees and to ensure equal rights/participation.
The appropriate Government and local authorities shall by notification frame scheme in favour of PWDs for the preferential allotment of land at concessional rates for Setting up business and Establishment of factories by entrepreneurs with disabilities.
The degree of evolvement of a society is gauged by the manner in which it cares for those on its fringes or those placed at any kind of disadvantage vis-a-vis the rest of society at large due to force of circumstances such as birth, age or disability. A truly compassionate society makes allowances for such infirmities in a non-intrusive, participative and sensitive manner, ensuring equal opportunities to all by providing a level playing field.

The differently abled are not subjects of charity and patronage but holders of rights and those rights demanded by them should be given to them.
