Tamil Nadu sports council of the deaf

The All India Sports Council of the Deaf, New Delhi which is the National Apex Body for Deaf Sports is one of the 55 Sports Associations, recognized by the Department of Youth Affairs and Sports, Government of India, meaning to promote Sports in the Country. This All India Sports Council of the Deaf alone out of the 55 National Sports Federation Associations conducts under a single canopy Championships in all the Disciplines at National and International Levels.

Meanwhile the All India Sports Council of the deaf had already recognized another organization called ‘MADRAS ASSOCIATION OF THE DEAF” in 1974. Never the like performance of the Tamil Nadu’s team in the various Nationals held since 1975 onwards has been very remarkable. But the All India Sports Council of the Deaf had de-recognised its unit in Tamil Nadu in 1977 on account of NON FUNCTIONING OR PASSIVE FUNCTIONING. No audited statement of accounts had been submitted and there were no elections during these few years. Still the interest of Tamil Nadu did not suffer, Thanks to the efforts of the All India Sports Council of the Deaf (AISCD) who helped the state in all possible ways and directed their Executive Board Member of Tamil Nadu-Shri.B.Krishnamurthy to select the various Tamil Nadu team’s and send hem to the Nationals. The Financial burden was borne partly by AISCD and partly by the State Government Grants.  In this regards, All India Sports Council of the Deaf had, at State Level in Tamil Nadu authorized Shri. B.Krishnamrthy as the Authorised State Representative as part of a then existing Madras Association of the Deaf. At the instance of this authorization District and State representations were picked with due Trial Games by him and final National Representation was finally made through selected Tamil Nadu State Contingents. Through the august counsel, desire and blessings of Sri. U.S.Natarajan, I.A.S. Former Director of Sports, This TAMILNADU SPORTS COUNCIL OF THE DEAF was formed on 4^th October 1982 was germinated from the very successful conduct of the FIRST TAMIL NADU STATE GAMES OF THE DEAF at Chennai –October 1982.

Grants to State Sports Associations – (Existing)

Ø       For Hosting National Championship in Tamilnadu

Ø       For Hosting State Championship

Ø       For Participation of the Tamilnadu Teams in National Championship.

Ø       For participation of the Tamilnadu Contingent in National Games.

Quantum of Assistance:

1. For one age Category – Rs.5,000/-
2. For more than one category – Rs.7,500/-
3. If the participants are less than 250 and Teams are less than 15 – 50% of the above amount.

1. For Hosting South Zone / National Championships – For Non-Olympic Disciplines

1. For One Group – 15,000/- in South Zone, 30,000/- in National Championships ,                   20,000/- in Inter-Zone Championship
2. For more than One Group – 15,000/- in South Zone, 30,000/- in National Championships ,            20,000/- in Inter-Zone Championship

1. Participation in Nationals
   1. Coaching Camp – 10 days @ Rs.60/- per head
   2. Train Fare Concession Rate
   3. Kit & Uniform Allowance – Rs.400/- per head
   4. Journey Allowance – Rs.100/- per head
   5. Medical Charges – Rs.20/- per head
   6. Transport Charges – Rs.30/- per head
   7. Diet Allowance – Rs.60/- per head per day, if Food is not provided by the Organizers.

1. The Government of Tamil Nadu have instituted scholarships, Awards,

& Incentives for outstanding Sports persons.

1. 1. Under the Sports Scholarship Scheme, Outstanding Sports Persons (minimum eligibility: National Level Medal Winner) in 9 Deaf Disciplines (not Chess / Cricket) are given a one-time scholarship of Rs.5,000/- for a student of all Schools & Rs.6,500/- for a student of College/University.
   2. The Chief Minister’s State Sports Award consists of a Citation, a Replica and an Award of Rs.1.00 Lakh is being awarded to the Outstanding Sports persons every year.
   3. High Cash Incentives: The Government of Tamil Nadu announced the Cash Incentives in lieu of House Flat / Plots to the sports persons of Tamil Nadu who win medals in Olympics, Asian Games & Commonwealth Games which are conducted once in 4 years and for South Asia Federation Games which are being conducted once vide Government Order as attached.
   4. Republic Day Sports & Bharathiar Day Sports Cash Awards

State Level Republic Day Sports and Bharathiar Day Sports conducted by School Education Department each year. SDAT felicitate them by giving Cash Awards:-

Winner – Rs.600/-                 Runner up – Rs.400/-

ORDER

The Member-Secretary, Sports Development Authority of Tamil Nadu has stated that in order to recognize the Sports Achievements of the mentally retarded and Physically Handicapped in the International Olympic Games / Games of SILENT OLYMPICS, the subject matter to give cash award on par with the Commonwealth Games winners was discussed during the first meeting of the Sports Development Authority of Tamil Nadu held on 10.7.1993, At the above said meeting it was resolved to recognize all the Sports Achievements of the mentally retarded and Physically Handicapped Children in Special Olympics/ International Competitions to give the Cash award as follows:

Special Olympics / Silent Olympics.

1st Place           –           Rs. 50,000/-

2^nd Place            –           Rs.30,000/-

3^rd Place            –           Rs.20,000/-

Participation       –           Rs.1,000/-

In accordance with the decision taken in the above meeting the Member-Secretary, Sports Development Authority of Tamil Nadu has submitted proposal for sanction of Cash Award to Winners in the International Olympic Games/ Games of Silent / Olympics for the Mentally Retarded / Physically Handicapped as detailed in para 1 have and requested for orders in this regard.

Government have examined the proposal of the Member-Secretary, Sports Development Authority of Tamil Nadu and decided to accept his recommendation for sanction of Cash awards to the Winners in the International Olympic Games / Games of Silent Olympics. Government, accordingly direct that the Member-Secretary, Sports Development Authority of Tamil Nadu be permitted to give Cash Awards as indicated below to the Mentally Retarded / Physically Handicapped children who participate in the Special Olympic / Silent Olympic as detailed below:

1st Place           –           Rs. 50,000/-

2^nd Place            –           Rs.30,000/-

3^rd Place            –           Rs.20,000/-

Participation       –           Rs.1,000/-

The Expenditure on the above items should be met from the Funds of Sports Development Authority of Tamil Nadu.
