Guidelines for evaluation and assessment of mental illness and procedure for certification. – Mental illness has been recognized as one of the disabilities under Section 2 (i) of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995. “Mental illness” has been defined under Section 2(q) of the said Act as any mental disorder other than mental retardation
In computing the total income of an assessee who is resident in India, being an individual or a hindu undivided family, there shall be deduction, in accordance with and subject to the provisions of this section, an amount not exceeding twenty thousand rupees (Rs.20,000) paid or deposited by him in the previous year out of his income chargeable to tax, under any scheme framed in this behalf by the Life Insurance Corporation or the Unit Trust of India subject to the conditions specified in sub-section (2) and approved by the board in this behalf.
Purpose of the scheme is to provide loan to parents associations of mentally retarded persons to set up an income generating activity for the benefit of the mentally retarded persons.
The objective of the Scheme is to provide financial assistance to the differently-abled students to enable them to pursue professional or technical courses from recognized institutes and get employed/self-employed.
No establishment shall directly or indirectly discriminate against any person with disability in any matter relating to employment including but not limited to recruitment, promotion and other related issues arising in the course of or through the length of employment in any establishment 27
The applicants should be 18 years and should have the National Handicapped Identity Card. They could produce the course certificate for 2011-12 personally to the Differently Abled Welfare Office at DMS Compound, Teynampet, Chennai, before August 9, says an official release here.
This is in line with the new guidelines of the State government with regard to differently abled welfare facilitation. According to the department of differently abled welfare, those seeking new national identity cards or renewal of old identity cards are entitled to apply with required proofs of residence, family card, electoral identity card, bank pass book, along with two passport-size photographs.
The main point of contention of the disability rights lobby is that while the GO has allowed certification of disability by doctors, including those in Primary Health Centres, practically, persons with disabilities are required to turn up at the State Resource and Training Centre to obtain their certificate. Different days have been allotted to different disabilities and depending on the nature of their disability, the applications have to present themselves at the venue.
The All India Institute of Speech and Hearing (AIISH) here will continue to issue hearing disability certificates in prescribed formats following a direction from the office of the Director General of Health Services, Union Ministry of Health and Family Welfare.
