This Handbook is for providing access to information relating to various programmes and schemes of the Government of Tamil Nadu for the disabled under the control of the Special Commissioner for the Disabled for promoting transparency and accountability in this office.
Tamilnadu Chief Minister J Jayalalithaa today said differently-abled people in the State Transport Corporations would be given special casual leave with pay on 3 December, which was being observed as International Day for Disabled.
The concession certificate can be issued by Medical Practitioner/Government Doctor/Heads of the Institutions for the Blind recognized by Ministry of Welfare/Govt. of India or Social Welfare Department of the concerned State Government. The copy of original certificate may be produced while collecting the ticket.
The Indian Airlines Corporation allows 50% concessional fare to Blind persons on single journey or single fare for round trip journey on all domestic flights. To avail this facility, the blind persons have to produce a photocopy of the Medical Certificate, issued by the competent authority, stating that he/she has permanently lost total vision in both eyes. The original should also be kept himself/herself for verification at the time of purchasing the concessional tickets.
STD/ISD PCOs shall be allotted to the educated unemployed, SC/ST, Ex-servicemen, handicapped person and war widows besides Charitable Institutions, Educational Institutions & Army establishments liberally as per the eligibility criteria.
Much of the problems are faced by the persons with disabilities in getting the health care and obtaining an easy access to it especially in developing countries like ours.
The Committee was advised that it could invite other experts, and representatives of other Ministries/ State Governments/ Autonomous bodies to participate in its deliberations, as Special Invitees.
To take steps so that members of the target groups of the Ministry, namely Scheduled Castes (SCs), Other Backward Classes (OBCs), Persons with Disabilities (PwDs), Senior Citizens & Victims of Substance Abuse can lead productive, safe and dignified lives, with all their basic needs being fulfilled, and where equal opportunities are ensured for the growth and development for SCs, OBCs and PwDs, and adequate support and opportunities are ensured for Senior citizens and victims of substance abuse.
The Ministry of Railways has decided to extend facility of concession in rail fare to completely blind persons and mentally retarded persons in Rajdhani and Shatabdi trains. The concession for both the categories would be 25 per cent in 3rd AC and AC Chair Car in Rajdhani and Shatabdi trains. Same concession will also be admissible to one escort accompanying such person.
In exercise of the powers conferred by sub-section(1) of section 73 of the persons with disabilities ( Equal opportunities, Protection of rights and full participation) following amendments to the tamil nadu persons with disabilities (Equal opportunities, Protection of rights and full participation) Rules, 2002.
